Community newspaper for East Bristol The Week In, reports that residents in the Hanham area between Bristol and Keynsham are concerned about evidence of sexual activity, known as “dogging” at Marsham Way. One woman apparently told police that she was concerned that abuse was taking place at the site, which is likely to be something of an overreaction. Some gay and bi men as well as heterosexual swingers do use what are known by the law as PSE's, or Public Sex Environments. But the activity that takes place there is consenting. Gay men will know these sites as “cruising sites”. Frequently, there is a clash between users of such sites and local residents who do not want any activity taking place, even if it is well hidden. Sex libertarians accuse residents of being moralistic and ill informed. The Sexual Offences Act of 2003 swept away a whole raft of anti-gay and repressive laws and so long as activity takes place off the beaten track, outdoor adult activity is no longer illegal. In addition, officially, the Police in Avon and Somerset are supposed to consult with users of cruising sites to promote harmonious local relations. In the Greater Bristol area, this used to take place under the auspices of the Gay Mens Team at Terrence Higgins Trust Bristol. However, this team was disbanded due to cutbacks in HIV services locally. The Gay and Bi Men's Hook-Up Site Squirt.Org does not report that Marsham Way is a particularly well used site, but it may well be used by TVs, and heterosexual members of the swingers community.
